"Lambert has the most extraordinary voice I've ever heard."
Adam couldn't get higher praise than that from Brian! And actually, our friend Angelina Kalahari has said the same thing.... and she is from professional opera!
But, yes, I would interpret it that way. It doesn't mean Brian thinks Adam is BETTER than Freddie as Queen's frontman. As we have said many times, the quality of the voice is not necessarily that important in pop and rock. It is the entire package: the voice, the stage presence, the persona, the connection with an audience, the audacity, the costumes, the staging, the interpretation, etc, etc.
To me, Freddie and Adam, for all their supposed similarities, are quite different on stage fronting Queen. Freddie has a great raw rock sensibility when Adam's voice sounds more refined. Their styles and presentation differ significantly, too, as do their interpretations. They are both vocally impressive (in different ways for different reasons), compelling stage presences (again with a very different "feel") and have great rapport with the audience (tho' with different personas). They are both very free on stage and outrageous at times. They both have fabulous costumes (tho' their fashion senses are not similar). They are both highly entertaining. There are strong rationales for liking either or both as Queen frontmen.
