But I believe the $$$ for the plaque comes out of the artist's budget. Maybe Ferras just got missed. It comes out of the album project budget which is controlled by RCA and in general the record companies are famous for dragging their feet on anything they have to pay out unless they get pestered about it. They rarely pay anything out on any kind of timely basis. One of the reasons that U2 ended up owning a significant portion of Island Records back in the late 80's was that they were so far behind in royalty payments for the band that when they hit financial trouble they actually couldn't cover their obligations. U2's manager negotiated for them to take royalty payment in the form of shares in the company which ended up being a huge bankroll when Island was sold to Polygram in the early 90's. When it comes to these plaques I have seen complaints before that the big name people tend to get theirs up front and in timely fashion but many others who have equal right to getting plaques don't get them until they make noise about it. The cost of issuing these is another reason why record companies often drag their feet on doing certifications because once the certification is officially done they are on the hook for the cost of the plaques and on projects like FYE where there are a huge number of people credited on the album that cost becomes significant. Anyone credited on the album is technically due to receive a plaque.
