In Windows 7 (and Vista) you don't need WinRAR to unzip the files. Just double click on the zip file and then click on "Extract all files" at the upper left corner of Explorer.
In Windows XP you can use the free programs WinRAR or 7Zip or buy WinZip to unzip the zip file.
