NE was his love song to Javi. He had to get it out there and say it to the world. That's fine, but I think many of us are ready for a real upbeat track that gets everyone jumping for joy. Hope it's the next song!
On your first point - I disagree about why Adam release NE. The sequence of FS, NE appears to be strategic to me, no matter what Adam says in interviews. The messages that have been aligned to each song are real and true -- in my words, FS - I was depressed and alone, NE - I love someone. But there is more to it. FS was a track that is really only of interest to fans, it is an album track not a single, and it is a great showcase of Adam's vocal skills. NE- more suitable for live performances, a bit different than what is already in the market, on trend with current fashion, a good PR song.
As I posted previously, NE is not the "big hit" from the album and will likely not be heavily promoted to radio. The big lead single will be released before the album is released. They will hold a second track with radio potential for after the album is released to follow-up the hopeful success of hit #1.
This is not new, it is how albums/new music is generally promoted in the digital music era.
And artist generally do not talk about the underlying business strategy.
Also, I do not want Adam to race to the next track. Adam needs to have some strong promo will NE before he moves to track #3. Just guessing but it would be sensible for track #3 (an upbeat summer track) to be released in mid-June, before GMA.

And Brian and Roger are the ones to decide about new music with QAL. Adam has little to do with it. The PR venture didn't go all that well. The fans love QUEEN songs, plain and simple. That being said, they may change their minds. It's a lot of work to write, produce and record new music. I not sure they have the interest.
To use the Queen name for any release, they need approval from all four Queen parties, but the already have it for Q+AL. They also need Adam to agree to do it.
in 2017, Brian talked about the possibility of a Q+AL album:

Brian = yes

Adam = I am not answering the question, but seems like a no.
In 2016 when Brian was dealing with depression and healing, Roger was asked about recording with Adam:
“If we do anything in the future, I’d like it to be something new,” Taylor told Planet Rock. “I don’t know how new it would sound, but I think if Brian could come up with a song or two which we felt, sort of, fitted…”
I would love a live video/album. I am not interested in a QAL cover album and really doubt they/Adam would ever do this -- it would be a no-win for him and Queen.
Some Queen fans would like Q+AL to record the unreleased Queen music but there really is not a lot to work with -- unreleased www.ultimatequeen.co.uk/queen/songs/unreleased-songs.htm They could possibly take one of these tracks (e.g., "My Secret Fantasy") and work with it, but can't see this as an album.
