TOH debuted at #10 on UK download chart and that was with Ghost Town already charting. So Velvet coming in at #5 on the download chart is and improvement there.

Yes but TOH was also a major label release with a charting single leading in to it. TOH appeared at #4 on the ARIA chart in Australia and Velvet comes in at #5. TOH had a single charting right before release. GT had climbed to #17 on the singles chart the week of TOH's release in AUS. Also streaming was just becoming a factor. I don't think it was included yet on ARIA charts and not sure about UK but it must have been because he was #10 on both physical album and download charts in UK but #8 on top 100 albums chart. GT was charting at #43 on the single sales chart but #71 on the top 100 singles chart.
This time there is likely no physical album sales counted yet because none shipped in release week and Superpower had just been released and wasn't charting ahead of the album. Plus streaming is now a huge factor in chart positions around the world. I think Velvet is showing a decent performance considering its more than 4 years later and doesn't have a big single lead in.

We have a new starter on US radio! It's the station that added the song on Monday. Only 2 overnight spins though. No leaders yet and also no Superpower on the Spincrease chart.

Velvet has been doing quite good in the download department yes, but that doesn't get it on the main album charts. the #4 position on ARIA is not the main chart where TOH went #5. It's on the Digital Albums chart and that chart is not on their main page, but you have to search for it.
