The change to Billboard Albums chart
First of all, since 2018, the most valuable streams for all Billboard charts is an on-demand, paid service (such as Amazon Music, Apple Music, Spotify). Programmed services (e.g., Pandora) and free services (e.g., YouTube) count at a lower rate on the singles charts. Programmed services are not counted on the album charts; some free services are counted on the album charts.
That has not changed with the addition of YT to the Billboard 200. So, if you like playlists and what to make the biggest impact with your streaming, pick Paid, on Demand services.

YouTube now counts on the Billboard 200
YouTube and certain other visual views of official licensed video content uploaded by or on behalf of rights holders will be counted for the Billboard 200 and other albums charts. So what counts? Only the full songs from the EP or album, not edited versions; only the full songs.
So, what YouTube plays are valuable? The best YT plays are plays that count for both the Billboard Charts and for the YouTube music charts. The both start with the algorithm, which is complex, not based on a set of simple rules, and secret. Google uses AI to detect plays that are organic (not from advertising) and appear to be human-triggered plays. For the album charts, Billboard only counts YouTube plays that are of the official video. Note: The Billboard song charts can still be impacted by user-generated videos of the entire song.
What YouTube plays are not valuable? Playlist plays and repeat plays. YT playlist plays count for YT music charts but not Billboard 200. Avoid repeat plays.
From the New York Times:
Starting Jan. 3, Billboard will count the popularity of official music videos on YouTube, as well as those on Apple Music, Tidal and Vevo, in the magazine’s flagship album chart, the Billboard 200. (YouTube plays have been part of Billboard’s singles ranking, the Hot 100, since 2013.) User-generated content — like memes or cover versions — will not count.

Here is the Billboard announcement: Billboard 200 to Include Official Video Plays From YouTube, Streaming Services
Video and audio data from YouTube, along with visual plays from several music streaming services, will soon be factored into the Billboard 200 albums chart, it was announced on Friday. In addition to YouTube, officially licensed video content plays from Apple, Spotify, Tidal and Vevo will be included in the album chart's calculations.
The inclusion of video data into the Billboard 200 arrives five years after audio streams were added, marking the chart's shift from a measure of pure sales to a consumption model. The addition of video will also impact Billboard's genre album consumption charts, such as Country, R&B/Hip-Hop, Latin and others.
While YouTube streams have factored into the Billboard Hot 100 and other song-specific charts since February 2013, this marks a first for the album charts. In contrast with song charts, which can be impacted by user-generated videos, only official licensed video content uploaded by or on behalf of rights holders will be counted for the Billboard 200 and other albums charts.

The changes take effect with the charts dated Jan. 18, 2020, which will reflect sales and streams for the period of Jan. 3-9.

The Billboard 200 chart ranks the most popular albums of the week based on multi-metric consumption, which includes traditional album sales, track sales equivalent albums (TEA) and streaming equivalent albums (SEA).

Billboard changed what YouTube and other video streams were counted on charts in 2017 after Post Malone used a very popular edited video to inflate the song's stream count. In October 2017, Post Malone’s “Rockstar” hit No. 1 on the Billboard Hot 100 singles chart with a video of the song's chorus on repeat with over 40 million views that helped push "Rockstar" to No. 1. [In September 2017, by Post's label, Republic Records, uploaded a YT video that features the chorus on a loop for 3:38, which is the same amount of time as the full song.]
In May 2018, Billboard created tiers and starting weighting paid streaming service plays more than free services like Spoitfy Free and YouTube. This is still in place -- so a Spotify Premium Member plan is worth more than a YouTube play.
In September 2019, YouTube stopped counting advertising driven YT plays in its charts. Billboard did not announce if they also stopped counting this, but it is like that YT does not send these plays to Billboard. So, if you click on an ad for a video and play that YouTube video, it does not count toward the YT music charts and almost certainly is excluded from the Billboard charts.
