Have you checked out the "limiter" under the "Effect" menu in Audacity? I think it was new a couple of versions ago. It is what I am using to get rid of large spikes due to loud clapping so that I can raise the overall volume level to a sufficient level. If used only on very narrow (milli seconds) selected section of the clap spike, I can reduce the spike level to be about the same level as the surrounding audio signal without any noticable change in the audio quality. I have about 30 such spikes to fix in the last night audio.
