I really don't know, but wonder if it had something to do with revenue from text messaging for ATT. Not that long ago, many people paid for individual texts, but now I think most have unlimited messaging. So it would seem they could change the rules in favor of common sense without costing the sponsors a lot of money. But there may be other reasons, mostly financial I would guess. : They always had toll free numbers that anyone in the US could call without charge. They added text messaging in Season 2. And they added online voting is Season 10. They have worked to make it easier to vote over the years and touted the shows popularity by emphasizing the large number of votes -- over 100 million votes were cast. They never, ever revealed how few voters there were. Was that 500,000 voters casting and average of 200 votes each? Or 2 million voters with an average of 50 votes each? It is some relatively small number of unique individuals. I still think that it would be great to make it buy a track --- which can be sold online and by phone and by text. But there is no way to change it now.

ETA: To put this stray thought into context -- Idol fans were mentioned above and I was thinking about how little commitment it take to be an Idol fan. Forcing fans to take OWNERSHIP of music would make the more loyal.
If they let me redo Idol..... I would have the contestants perform, and put the song for sale immediately after the show ends. A purchase would equal a vote. I would use IP address to select only the votes that came from the right place and time -- 2 hours after the show per time zone. I would limit "voting" to 10 per IP address. No more spam voting. And no more negative voting for free. I believe the winner in my system would be very likely to have a better commercial potential than the current Idol crew. Well over a hundred Idol finalists and fewer than 10 are currently really successful. And only Adam, Scotty and P2 have reasonable to great sales from the past 5 years. sounds like you want The Voice's voting system. The Voice is limited voting but you do not have to buy the song. This year The Voice added a new rule: contestant that reached the top 10 on itunes his/her votes were multiplied by 10. Thanks to Belle, Soaked, Maddie, and others who have posted interesting info, cultural guidance, and links today. I have lots of tabs open with things to read later.
Today's speculation on Adam's fans, hard core and casual, prompts me to tell of a recent conversation with my brother-in-law, a tenor but not as into classical music as I. During the years of my stanning, I have occasionally played a few tracks for him. I sent him a link to QAL Kiev last summer but don't know if he watched it. Recently, we were talking about music that really has moved us. We each named a few things, and then I brought up Broken Open. I told him I had burst into tears the first time I heard it, and it had nothing to do with the words. I was just moved by the sound of the music and the voice--love the electronic sounds. I sent BIL the link to a YT of BO that had a photo of the FYE cover for the whole song. I suggested he wear headphones so as to experience the swirling sound on that track.
He wrote back that that "Broken is an amazing piece." Later we talked a bit more, and this is where it got interesting. He said that Adam is "unsettling." I pursued further, "In what way?" "Well, it seems like he can do just about anything he wants to with his voice. Plus, speaking as a man, it's strange that he looks so attractive (female)." He said it reminded him of a movie where a heterosexual man fell in love with a man passing as a very attractive women. Now, before anyone thinks my BIL is prejudiced, his very best friend is homosexual and his sister is also. No problems there. That is why I found it so interesting that a hetero male who is very comfortable with gayness is so unsettled by Adam. I'm tempted to send him some of the Melvin/"masculine" photos, but then he'd really know I was out of my mind as a fan. Perhaps Adam is VERY unsettling in a similar way to other hetero males.

Just my opinion, but I don't think Idol producers are particularly concerned about "fair" voting, or accurate numbers of distinct voters. I also think they are only marginally interested in what happens to the winners and finalists after the season is over. In fact, as each season seems to have put more and more focus on the judges, I am not sure they care a whole lot about the contestants even during the show. Their focus is on being the most watched TV program and demonstrating it by the huge number of votes cast. YMMV

ETA: I do not think the Idol Producers care about fairness but they do care about finding stars. That was my focus, what would make Idol a better way to ID stars vs. a cute guy popularity contest.

The buyer gets the song. Neither the artist or the label are paying to have the song broadcast. So can't see how using the purchases to measure the most popular is any different than a Top 40 countdown.

"Unsettling." And not only for straight guys. I know several gay guys who are uncomfortable with Adam, too. And many women seem to find him unsettling, too. And, no, not in the hot and bothered way we stans do. Adam knows that as well. Has probably faced that for most of his life. He IS different, in many ways, from his uncanny vocal ability, to his orientation, to his natural inclinations and preferences, to his visual style, to his non-linear thought processes, to what makes sense to him and what doesn't. He is an outlier, and many people are not comfortable with people outside the norm. Having worked with people with disabilities, physical, psychological, and mental, for many years, I have seen this discomfort. Perhaps, it's human nature. Their loss!
