From the same article: "According to a Venetian Macao press release, about 200 journalists attended the event, which was “broadcast and webcast live to an estimated global audience of two billion viewers.” Jointly organised by Star China Media, CCTV and Shandong TV, the China Music Awards evening saw over 50 celebrities, almost 40 on-stage performances, as well as over 100 dancers. “A technologically-advanced stage design gave the glamorous night a punch usually associated with rock concerts, all making for an unforgettable evening of world-class entertainment,” stated the press release." That figure could only even remotely close to be plausible IF they're counting all the viewerships Star TV, CCTV, and Shandong TV can possibly reach, geographically, plus those online stream sites. I'm skeptical, especially when there were actually only 2 TV broadcasters last night: Star TV's Channel V and Dragon TV. Hundreds of millions, sure! 2 billion?? wish I could find something more concrete and detailed.....

The entire world population is only a little less than 7 billion. So, if 2 billion watched the show that would mean over one quarter of the entire world population, man, woman, and child. They must be saying that 2 billion had possible access to the show via broadcasting and online viewing. Even that sounds overly optimistic to me.
