Warren has a twisted sense of humor and I agree, this isn't the first time he's done something totally weird and WTF. Can't remember what the other was specifically, but I remember the feeling of totally inappropriate creepiness.
Glad FAULT clarified. I know there are some people (particularly Eastern Europeans on my feed) who are very upset, but I do think Hoppers' theory is true that the person making the manip (hopefully!!) didn't realize. They probably googled "barbed wire" or something and that image came up. There are several very knowledgeable people on my feed who are also saying they didn't recognize it either.
I hope people can let this rest as an honest mistake and wish that manip would just go away, but :-/ *sigh* tis the Internet ...
