Not sure that "give the song an official spin" means playing on SoundCloud will influence ranking. For one thing, the song isn't released yet, so it's not eligible for ranking.
For another, it's possible only 6 paid services count in Billboard's use of streaming data.
Someone with more Billboard knowledge - mine is pin drop tiny - may be able to clarify.
But in March, when Billboard released info that they were going to have their own "on-demand" chart they said streams from 6 paid, commercial services - and people using free trials of same - would constitute their chart.
Then Billboard would use their own "on-demand" chart to weight the Hot 100.
The 6 services were MOG, Muve, Rdio, Rhapsody, Slacker and Spotify.

Paid commercial services have deals with record companies. So it makes sense that Billboard would use those services to rank streaming.
There is some theory that Billboard is also getting info from services like AOL - and possibly SoundCloud - and throwing that in, too, in some way.
But unless a service is having to keep strict tabs on the number of streams, so that they can pay the record company, not sure how the data would qualify.
Wouldn't Billboard giving weight to free streams be shooting itself in the foot? Free streams are just a click away from piracy aren't they?
