I finally found someone who can explain the YouTube counter freeze and audit process to me -- who actually knows vs. is guessing. Whenever YTs systems detect suspicious streaming, they freeze the counter and audit the streams, removing the bad ones. They back up the counter when they freeze so that they can adjust it.
They keep counting during the freeze and then unfreeze and update the counter when legit streaming replaces the spamming OR in about 24 hours -- which ever happens first. They do this a lot.
