ETA It seems this info is outdated, I have no time right now to read about the changes but I'll get back to it soon if someone else won't post details. So sorry.
Looking at the official charts, Finland, webpage I noticed that they do have rules there, a big pdf sign that I somehow didn't see earlier. The rules dated Dec 2009 confirm my earlier take that the chart is a SALES chart.
It's clearly stated that the charts contain SALES numbers, physical and digital combined on their two main charts for albums and singles. They publish additional charts for specific, more narrow-scale info and mention that the download(=digital sales) numbers are included in the main sales chart. NO STREAMING and NO RADIOPLAY mentioned at all, also NO EQUIVALENTS whatsoever.
EPs or the like with different versions of a song and with perhaps some extra material are counted towards the single but remixes are not. The reporting period is from Wednesday to Tuesday for the chart published on Sunday (maybe some adjustments done to that IDK) which also confirms concerns that I expressed that no one would be reporting anything on Saturdays (or during Midsummer for that matter).
More details (~repeating the above) from the rules document, NB that the word for sales is repeated everywhere (myynti= sales, could be in different forms like 'myynnissä', 'myynnistä', 'myyntiin', 'myyntimäärä' etc.)
1.1 "Lista sisältää Suomen myydyimmät äänitealbumit ja single-äänitteet."
> The chart includes the most sold albums and singles in Finland.
4.1 The recording has to be available for buying in at least three outlets, sales by mail or at a concert venue is included as well as digital sales of the similar kind.
4.6 Temporary sales campaign at reduced prices are reported separately and placed on the chart as 'on sale products' (=special priced products).
5.1.1 An album must have a wholesale price without taxes of at least 8 euros, has to be over 25 mins long or contain more than 4 separate pieces. Digital downloads of a whole album are taken into account.
5.1.3 A single chart contain sales in both physical and digital form, less than 4 pieces (tracks) and less than 25 mins total, if versions of one song only then it can exceed 25 mins. EPs are placed on this chart too.
6.1 A release of a different version or re-release of a recording with extra material are counted towards the original recording's numbers if 100% of the original recording is included and the extra material has not been released separately as a whole.
6.2 Remixes or live recordings are not counted towards the original studio recording's sales numbers.
