They are restricting resales to only face value so scalpers won't be able to profit. When Tickmaster does the flex pricing that increase benefits the artists unlike the resale price hikes. They stated they are trying this method because by contracting for the tickets to ONLY be resold through the face value thing that should prevent scalpers from buying tickets. To me that is why no presales. Fan club presales weren't guaranteed any better pool of tickets then all the gazillion credit card presales so I think this is actually worth a try.

I just looked on TM directly and it says the sale starts on Apr. 1 at 12 am. If I go thru live nation redirect it says March 31 10 am. So I’m confused. Also, for me in NY the resale limitation doesn’t exist, so scalpers will be the first to get all the tickets.

They did mention that a couple of states have laws preventing them from limiting the resale to face value.
