None of us have any idea what RCA is planning but IF they plan a mid-May radio impact date for NCOE, they will have it on the radio before the impact date. With the album releasing May 15th, Idol on May 17th, they could do a big push that week to drive album sales -- the single would not be as important.

The only big question I have is why all things Adam are "state secrets"?

Honestly, I don' t see how the single could possibly get high enough on the chart (have a high enough AI) for it to help the Idol performance much or the album, even if the add date was this Tuesday. I think that window of opportunity has been lost. Adam's songs (even a great pop one) take longer than 3 weeks to get traction. He will get a great iTunes boost for NCOE, but mostly the AI performance will be aimed at selling the album.
If RCA has a lot of stations ready to add on the add date, that could create more buzz for the album (or, likewise,great album buzz could excite radio enough to add the song) So, a May 15th add date doesn't really scare me at all. RCAA is clearly in no rush.
We are all just speculating. Of course nobody knows all the pieces of the puzzle, but it is fun to try to piece together possible strategies
