The issue is that some radio stations just do not take Adam seriously. They think of him as some kind of novelty act.
Adam has "toned down" his image this era. He has stated that he is "getting real," but this is probably also a deliberate move to attempt to get CHR stations to take him more seriously.

IMO, PD's do not care about taking artists seriously or if they are novelty acts. It they did, CHR radio would have a lot of dead air.

The #1 artists on pop radio in 2011 were LMFAO -- global two #1 songs "Party Rock Anthem" US 6XP and "Sexy and I Know It" 4XP. PRA spent more time at #1 on the Billboard Hot 100 then all but 3 other songs in the history of the chart. Do you really think PDs take them seriously? They are a novelty act, a very popular one.

IMHO, it is about one thing and one thing only -- do PDs believe that Adam's music and Adam as an artist appeal to their target audience? -- which is people between 15/18 and 25/29 who listen to broadcast CHR radio. It is about the ratings for PDs and about appealing to an audience that advertisers what to reach on their station.
Adam is an Adult Pop Artist -- appealing to women 25 to 50+. This is the market that HAC targets, not pop radio. Adam needs to build a broader audience with teens and young 20's if he wants to conquer Pop radio.
Idol has produced two types of successful artists:
HAC Adult Pop Artists - Kelly, Daughtry, Adam
Country Artists: Carrie, Kellie P., ScottyKelly has come the closest to being a successful Pop artists -- with two #1 hits on CHR Radio --
"My Life Would Suck Without You" 2009
"Stronger" 2012
It took Kelly over 7 years and 4 albums to get a #1 CHR Radio hit. Patience is required for this -- outside of teen pop acts -- there are very few cases of "overnight" success in pop radio.
Remember, The Beatles were requested by US Radio -- they hit the US market because of CBS News.

I keep reading comments that somehow are based on a premise that the radio business is about who PDs like and who they do not like. That is not the case. It is about which music and artists that PDs think their TARGET audience wants to listen to. They are in a very competitive business and they will play what fits into their format and their station playlist and what helps their bottomline.
Is the music business political and does it involve relationships and deals? Sure. But these are business relationships and business deals.
I am certain that many will disagree with my opinion. I believe they will play NCOE's on many CHR stations but not until RCA pushes them to do so.
We have already seen NCOE be included in some key countdowns and polls. That was the sign that I wanted to see last week. I am convinced that RCA has this one covered.
Will NCOE be a #1 song. I doubt it because this is a rare thing and it did not behave like a #1 song after the Idol performance. (Peak of #92 with Idol and the other promo does not say #1 to me.) But I think it will be a Billboard Top 20 or maybe even a Top 10 song, and that provides a good platform for a #1 hit down the road.
