Looking at that RS list of the greatest singers, I would say that one of the criteria has something to do with the impact, i.e. the influence you made with your voice, or how deep a trace it left in the history of music, and what you managed to do with it. I think it is not viewed separately as an instrument, but as a means to convey art/emotion. Hence Lennon and Dylan. It's that synergy thing.

For me a great singer is someone who can elicit a common emotional response with their voice -- by this, I mean create a common shared emotional experience in others with the instrument of the voice.
Technical training gives singers the skill to do this -- just like violin training does for violinists. But there needs to be more than just technical skill.

When a singer sings a great song which has meaningful lyrics and is composed to create an emotional feeling, like John Lennon's, "Imagine", or "Somewhere Over the Rainbow", it is hard to separate the song from the singer.
But Judy Garland, Frank Sinatra, Elvis, Sam Cook, Marvin Gaye, k d lang, Adam and a few other singers do this for me -- they can even take a mediocre song and elicit emotion. Of current singers, Lorde may be in this category.
I am not sure what to do with singers like Ray Charles, Barbra Streisand and Aretha Franklin on my list -- I recognize they are excellent, accomplished singers, but it is entirely intellectual for me -- I know they are great singers, I do not feel they are great singers.

My second best singer of all time - ELVIS! Elvis singing "If I Can Dream"
Elvis connected with me like no other - until Adam.

I have admired Elvis and liked Ricky Martin and Robbie Williams, but they can not compare to Adam.

Okay, for me the second best singer of all time was a young David Crosby of CSN. Actually, I like his harmonies with Stills and Nash. Songs like Triad and Guinnivere would be good examples of this. Funny, I grew to dislike the man and quit liking his music (maybe I am influenced by a total package rather then just a voice(same with Chris Brown).
